Why doesn't anyone talk about Cox Communications?

All the tests I've read about indicate Cox Communications is just as bad as Comcast with respect to forging packets to interfere with P2P traffic. Is it just that Comcast is a lot bigger? Or is there no formal complaint about Cox?
