Microsoft's hesitation to include security software with Windows doesn't strike me as a convincing example that court rulings have reined MS in. There were other reasons for MS not to kill off Symantec.
Besides, the very idea of using Microsoft software to protect Microsoft software from viruses is ridiculous.
In the 1990's Microsoft killed off or bought all of the successful companies developing Windows software, leaving the Windows platform with no major developers but Microsoft.
Once the ecology of Windows software developers was destroyed, natural selection took over.
By killing off the diversity of Windows software developers, Microsoft unwittingly left the field wide open for the two groups that Microsoft cannot effectively compete with. Open source is expanding upward from the low end of the market while Apple is expanding down from the high end of the market. Microsoft is being squeezed in the middle.
