    Wouldn't have to be.

    Let's say your the Congress and you really want to change our national symbol from the Bald Eagle to, let us say, a lamb. You send me (the Senate) a bill proposing that.

    I'm aware of how keenly you want this to happen, but you have denied my previous legislative attempt to make it legal to relieve little old ladies of their pocketbooks (a program I need money for the administrative costs of such a program).

    It's just tit-for-tat (or tits-up for tat, if you will), but Reid's move did have a legally bogus odor to it.
