If this guy was going to sell his stolen cooking oil for $1.35 a gallon then it isn't exactly hippies making biodeisel in their garages, is it.
There are two commercial and one co-op biodeisel refineries that I know of just in Oregon. California, most likely has several times that many. Washington State is ahead of both of them. This isn't a kitchen chemistry thing anymore, it's big buisness. And it's undoubtedly going to get bigger.
And, no. Most of those commercial refineries don't use frenchfry oil as a feedstock anymore. There isn't enough of it to go around. The days of converting free waste oil from your local restaruant are about over, at least on the west coast.
