Look it up, it's the law. Or better, ask an ADA. NC is one of 2 states that has no juvenile court system. Period. As for 911 visits to your home, that is SOP by any officer in any jurisdiction in Wake and Johnson county under the theory that the cops are tired of taking shit about wives and husbands killing each other in domestic disputes....period.
And yes, speeding over 100mph in NC is an F felony usually. In Wake county magistrates like to slam that one with bail in excess of $30,000 or about 3x the bail typically incurred by a DUI car vs bike or pedestrian severe injury collision.
And yes constructive possession is used by NC cops to the highest level of any charge possible so, if you're in a car and one person is caught with a higher schedule controlled substance then it's the ADA 'privilege' to charge everyone with constructive possession equally. Moreover the drug law enforcement is such that having weed and an UNopened box of ziplock bags somewhere in your possession, home, car, etc is evidence of intent to sell and distribute.
And yes, any crime charged on state owned property carries with it an automatic 50% increase in penalty.
Oddly though gun crimes are pretty slack. On one of my many trips down to the Salisbury st county courthouse I watched as probation violators were given additional probation and no more, for being caught in a stolen car, with a STOLEN GUN. No drugs were involved.
And yes, we commonly call any charge no one really understands as 'Driving while Mexican'. You will find that often the police simply write up charges that don't exist in the criminal statute at all. They are 100% made up. But, the guy is clearly guilty of something so it's D.W.M. The judge throws it out and everyone gets a day in court sitting on their ass.
Also we're an alienation of affection law state, which like the other six states that have it, provide a way to civilly sue your ex spouse's new boyfriend/girlfriend/husband/wife if you can demonstrate they knew the person before you were divorced. It is routinely successful and damages are quite extraordinary - several hundred thousand dollars on average.
