1. Marc Rich was smeared because associated with Bill Clinton;
2. Marc Rich did not receive a full pardon. He was pardoned only of the tax law violation charges, which whis lawyers, lawyers at the DOJ, found were based upon a distortion of the law. The distorter of the law was US AG Guliani as part of his subsequent "tough on crime" campaign image.
Libby, as is the norm, was paid by his client to apply/lobby for a pardon.
