Cheney speak
Why should he care? To him, the war in Iraq is a huge success, after all, he's reaping the financial benefits of all of the contractors that he put in place to make him boat-loads of money. He's got a new house on the Chesapeake Bay, his interests are at an all time high - this created war has given he and Mary a retirement nest egg beyond their wildest dreams. Of course he doesn't care what the American people think.

There's only one word for Cheney
And that word is EVIL.
Cheney obviously believes that an administration has one, and only one, accountability moment -- and that would be when running for re-election.
You talk, talk, talk during the campaign for election the first time, then you govern in whatever way you wish (with no regard to your earlier talk, talk, talk). THEN, when you're running for re-election after four years, you encounter the one-and-only accountability moment, which is interpreted as validation of what you did the first four years.
If you actually win re-election (and God help us, Bush/Cheney & company did!), then you are empowered once again to do whatever the hell you want for the NEXT four years, and the public be damned. Quite a neat theory of governance, isn't it?

Polls
You know, as much as I hate Cheney, I don't think he's wrong here. We don't elect leaders to follow polls. We elect them to lead. If they lead in a way that we don't like, it is up to us to elect someone else at the next election. If they lead in the way that is criminal, it is up to us to pressure our representatives to impeach the SOBs.
If leaders followed polls, we wouldn't have desegregated the army or enforced Brown v Board of Ed or any of a huge array of positive things.
So, while I agree Cheney is a bastard and should fuck himself on his way to hell, I think it is disingenuous to say that he is wrong for not following polls for his policy initiatives.

Accountability Moments
Why should he care? After all they've had their "accountability moment". The Dems are certainly unwilling to hold them accountable.
I would like them to have another one in front of the ICC, but somehow, I just can't see that happening. But is it to much to hope for that a Spanish judge will issue a warrant that will at least prevent them from leaving the country to travel to any place civilized, a la Pinochet?

I Agree
I've been solidly anti-war from the first glimmers of the possibility we'll go into Iraq. I think Cheney, Bush, Rumsfeld et al lied to our country and need to be prosecuted for this. I think the war is the most terrible mistake of this young century.
That said, I think he's actually right -- The US is a republic (rather than a pure democracy) at least partially because we want to put a little distance between the passions of the people and the actual decisions. To some degree, our elected officials, to be actual leaders, do need to use their judgment as to what's right for our country. Every four years (for the president/vice-president) or six years (for Senators), we get to have another say as to whether or not they're doing a decent job.
While a huge number of people were against the war when we started it, it still was supported by most citizens. Yet we accuse Senators who voted for authorizing it of having made the wrong decision, because we expect them, based on the information they had, to know that the majority of their constituents were WRONG. I completely agree with this standard -- I think leaders are effective when they govern based on what they think is the right thing to do, rather than the popular thing to do. Our issue here is not that Cheney disregards the will of the people (because if he was disregarding the will of the people in the direction we believe is right, we'd herald him as a hero), but rather because he's a cynical, megalomaniacal, murdering SOB. And, more importantly, because on this topic (among many others), he's wrong.

Regarding the polls
A couple of commenters (and Cheney) have pointed out that the President should not subject to the whims, or fluctuations, of the polls. I think that is correct. In principal.
However, what we have, over the course of 5 years, are not mere "fluctuations", but a clear trend of anti-war sentiment based on ever-increasing evidence of half-truths and outright lies by this administration.
Go fluctuate yourself, Dick.
