Cut Off Funding 100%
Since the Vice can't decide from one day to the next whether he's executive or legislative, and since he decides daily that neither oversight, general accounting nor the law applies to him, then cut off all of his funding until he complies.
Very simple.

Take this as a win
The motion to strip the OVP of executive money should be dropped now. It served its main purpose, which was to hold Cheney up to even more ridicule. It served its secondary purpose, which was to force the VPOTUS to decide whether he really wanted to be outside the executive branch and its magic shield named "privilege".
We don't want Congress formalizing the VPOTUS' insane argument that presiding over the Senate means he's not bound by anything referring to the Executive Branch. If the bill fails, the Democrats look silly and worse, weak. If it passes, they'll have endorsed further fraying of the Constitution... and Heaven knows, the document can't take much more.

Sorry, but this is not a blink. If anything, it's simply provided Cheney with an opportunity to clarify and refocus his horrid, unconstitutional, criminal and insidious argument.
Basically, he doesn't even feel the need to structure his thoughts in advance. He just throws a bunch of crap out there, and whatever is so patently subjective and abstract that it can not be shredded with reason and precedent is what he will ultimately go with.
This man is working hard right now to find a way that the 2008 general election never happens.

Executive Privilege?
So, Cheney's excuse for keeping the attendees and discussion of the energy conference (when was that, way back in '01, I think?) secret was because of Executive Privilege, not unlike that which the Executive Branch hides behind when it wants to keep things out of sight.
But now his excuse for avoiding oversight from the National Security Archive is because he's claiming, what Legislative Privilege, now, and is saying that mandates that bind the Executive Branch don't apply to him?
He's playing a shell game, here, taking advantage of the unique position of the Vice Presidency to evade accountability and scrutiny wherever it arises, whether from the Legislative or Executive Branches -- he's playing one side off the other, hiding behind whichever branch serves his needs of the moment, with the net result being:
Dick Cheney doesn't obey the law; Dick Cheney doesn't reveal anything to anybody, anytime.
Impeachable?
I think the GOP has law scholars on retainer to help them figure out how to violate the law as effectively as possible.
Since, no doubt, Cheney serves with "the full faith and confidence" of the President, and Gonzo has fatally compromised the Justice Department, I guess it falls to the Legislative Branch to bring him to justice, right?
So, bring him to justice, already, before his pacemaker battery runs out. Get him, Congress. Go for him, Senate. C'mon, folks. This is getting more and more ridiculous.

Cheney need a tune-up on his pace-maker this summer. Which may prompt him to need to spend more time with his family. And then Bush could appoint a new VP who would be electable in 08. Fred Thompson might be standing by.

When he played "scissors/paper/rock" Cheney style, keeping his choice hidden under the desk, declaring victory and asking his opponenet to trust him, that what he chose beats all three. Brilliant!
The Daily Show has also been having a blast with all the recent Cheney revelations. They deliver the deeply twisted logic and actions of this freak we have running a shadow government under our noses, the funniest way possible.
This may be our darkest hour, so it's important to laugh a little.

No, Cheney didn't blink. He's gonna do whatever he wants, now and forever more. And no one we might reasonably depend upon to try to stop him can do anything about it.

All joking aside, this man does not blink.
He has been at the helm of all the most frightening events of the last 30 years of political history. His power is not recently won, he has been this powerful in several administrations beginning with Ford. Right by his side the whole time, is Rumsfeld.
When the CIA was waging a successful campaign against the Taliban in Afghanistan, Cheney and Rumsfeld took the helm away, for a jealous power-grab only, and created the mess in which we are now engaged. To these people, other people mean absolutely nothing.
These men are the real-life embodiment of Jack Nicolson's character in "A Few Good Men." They believe deeply in a very dark world, and there is no evidence that could be provided to change their minds or alter their course. They are that removed from reality, and see the world as they are...brutal, murderous, callous, and absolutely devoid of human compassion.
This is the world they inhabit, and therefore, this is the policy world we inhabit. This will not change.
Even as they are taken down, hopefully soon, they will be raging against the world believing they are the only ones who get it.
This is a mental defect, a serious psychosis that allows the sick person to say and do anything without regard for other's perceptions, needs, rights and certainly not any basic human dignity.
Ruthless is right word, ruthlessness without a conscience –one that never wakes to another reality.
This is Cheney and his ilk.
