Yes, and yes.
There remain a lot of frighteningly self-deluding, apathetic folks in this country.
I do have a solution for the supposedly powerless Congress stopping Bush's escalation of the war, however: a little secret confab at the White House between Bush and the Democratic leadership of the Senate and House. The talk goes something like this: "Dubya, either you back off the surge and announce an immediate plan for phased withdrawal of troops while bringing in the UN to work on partitioning Iraq into 3 self-governing states, or we announce impeachment hearings starting tomorrow. Your choice."
Talk about flop sweat.
