It's more than that. There was a very Enron-friendly settlement requiring the governor's agreement.
Davis refused to approve it, and then the recall occured. Schwarzeneggar approved it.
I have given up hope that we will stop obsessing over 2008. Apparently too many people have confused politics with government, and are somehow completely unable to focus on issues like what should the Democrats be focusing on for the next 2 years in Congress. Sweet zombie Zeus! Do we have to waste our time and, apparently exceedingly limited mental facilities speculating on what Enron's golden boy, das Gropenator, will do in 4 or 6 years from now? Apparently, 4 years in the past in politics is the same as trying to recall what happened in the cretaceous period (see Trent Lott, new Senate Minority Whip and staunch supporter of the Strom Thurmond for Segregationist Presidential Candidate). However, 6 years in the future is just around the corner. Focus on improving people's lives now, or we won't have a chance to do it then. Or is the goal just to gain and hold power?
It will be very difficult for him to beat Barbara Boxer. He is a Lame Duck governor and our state legislature is solidly Democrat with left leanings. He'll have to change more than the color of his hair (it keeps getting redder don't you think) to get elected senator.

I think you have to be born in the US to be able to serve as a Senator too, but he could run for a House seat.
