Considering that most people don't vote at all, the procreation theory doesn't wash. And there's more.
The Right wing is in power because the old Southern Democrats, read, segregationists have gone to the party that best represents their views. Add to that voting irregularities, and an outright propaganda campaign from the right that feeds on the fears of the populace. Oh, and let's not forget the lack of real Democratic leadership, and a biased press. It goes on and on.
Sorry, lack of procreation is only a tiny aspect of the problem.
