To answer Jim's question, "Does Joe belong to a club with a 'predominantly white membership'?" The answer is yes, he dows. It's called the U.S. Senate.
In all seriousness, according to the 2004 U.S. Census survey, Connecticut's black population is 10.1% of the whole, and the U.S. has 12.8% of its population made up of people they identify as black.
