Frankly it's a lot more than rape going on there--it's torture and extreme mutilation (genocide) targeting women and children. Having a woman as secretary of state, I would like to see her pull the U.N. together to make a difference in this region. I think that she and Obama (and Hillary's old "frenemy" Samantha Power) might be on the same page on this issue.
I think Hillary Clinton has credibility with our European allies that many others don't have, starting out the gate at least. And I think in the situation in the Congo, being a woman may make her "get" this issue in a way that a male appointee might not (not to be "essentialist" about gender...but just sayin'...)
