This happened when Palin was Mayor of Wasilla. They were charging rape victims to get the kit to record the evidence of their own rape.
I have NEVER heard of anything like this, ever, anywhere else. Ever.
That's because you don't get out much. Guess what State still charges for rape kits? I'll give you a hint, it's junior senator is the Democratic Nominee for President.
In Alaska, such charges are now illegal.
Now, in the defense of Illinois, the state will reimburse some people people for the cost of the kits (Sexual Assault Emergency Treatment Act, the Illinois Department of Public Aid will reimburse the costs of ER treatment in the absence of public aid or private medical insurance) which Alaska did as well. Note, the Illinois law will cover more than just the rape kit, but treatment as well up a certain amount.
Previous to the law that Knowles signed, most rape kits where charged to insurance companies, as is the case today in Illinois STILL.
So, if Palin is guilty by association because of this for the earliest part of her term as Mayor, what about Obama's who has represented Illinois for a number of years, and was in a position to introduce state wide laws to change this situation.
I guess change to Obama doesn't include changes to laws that charge women for rape kits.
