    Actually, Jefferson as president DID rein himself in.

    Not always. The Louisiana Purchase was an example of an action he took that he probably in secret regarded as probably unconstitutional.

    But in general he stepped back from John Adams's more expansive view of presidential powers. And several 19th century presidents followed him in reining themselves in. As did a few 20th century presidents: Taft, Coolidge, Carter.
