    The idea of "authorizing protests" is completely and absolutely antithetical to the notion of a free state.

    It has more to do with a municipality's permits board procedures than anything else. It has absolutely nothing to do with the State of Minnesota or the Federal Govt. But it does sound more ominous and terrifying the way you describe it.
