I don't think its fair to say that Reid thinks these issues don't exist. My interpretation is that they've all been swept together, gathererd in a single container and are encompassed in the phrase "except the war." Warrantless eavesdropping-war On Terror, Habeus Corpus-war on terror, Telecom immunity-war On Terror...etc.
Of course this renders your phrase "the insulting absurdity of talking about 'the war' as though it's just one garden-variety political issue out of many" all the more meaningful because its clear that 'the war isn't just one issue unless you consider that one issue to be the continuation of our Constitutional Government vs a descent into arbitrary tyranny.
