    Given that Mr. Cheney was supposedly a mile away from the blast site, that his presence in Afghanistan was, for security reasons, almost certainly not widely known, and that the Taliban do not have a reputation for unbiased truthful communication (and neither does Mr. Cheney). I think that it is quite possible that the intended recipient of the bombing was not Mr. Cheney, but simply any foreigner or 'lackey' that the bomber was able to reach and that both sides in this conflict are trying to propagandize the explosion for their own benefit (which, disturbingly, has them using the same story).
