You manage to compose a veritable laundry list of woes for the modern Republican party without ever once positing a theory as to why they may be so unpopular these days. Your ideas stink and your party is rife with racists. You want to compete? Deal with those issues.
To start your recovery, here is an idea: Stop blaming liberal bias.
People are noticing that conservatives like talking a lot about every single possible source of information being liberally biased whenever it goes against them.
Think about it, the media, the sciences, the courts, the universities, the historians, the schools, the blogosphere, Youtube, foreign governments heck I even saw the CIA accused of liberal bias at a point.
When one source of information is accused of liberal bias, that is one thing, but right now just about everything is accused of liberal bias outside of Fox News, and Fox is noted for lying. You want to rebuild the Republican Party? Start owning its mistakes.

Republican electoral strategy has always emphasised finding a new scape-goat, be it blacks, gays, hispanics, atheists, "the youth of today" etc... and then slamming it to all and sundry.
The anti-black party of the early Sixties

The anti-labor party of the Eighties
The anti-Hispanic party
The anti-intellectual party
The anti-homosexual party
That's a mighty big tent, fellas!
... who point out that the GOP itself has changed. It's not only the electorate that's not the same, it's the party itself.
Parts of the GOP surrenedered to other parts of the GOP. Now you're all seeing the consequences.
Maybe one way to do this would be to separate in two factions: one would be the more modern, fiscally relevant, globally up-to-date faction and the other would stay the same- backward facing, religion driven, fear mongering, wasteful, globally and economically irrelevant faction. At least, this would provide some representation to modern conservatives, who as it is, have no real party.
Another way would be to start doing what you preach for: small government instead of big government, fiscal conservatism instead of the gargantuan robbery of America and the middle class performed by the Bush administration, reducing the foreign debt and the trade deficit instead of increasing them, etc. You preach, but you do the opposite when you get to power; and you do it on a scale not even Democrats dare dream of. You're good on the preaching, is the problem. Not the doing.
This is why there's no real grounds for voting GOP, even as a conservative. Certainly not the social issues. And, no longer the rest. The GOP is certainly no longer the party of fiscal conservatism, balanced budget or small government.

The trouble is the old standard scapegoats can vote, and now outnumber you.

I married a woman from a staunchly Republican family. Her family has been embedded in state politics for generations; when her father was sworn in to an appointed position following his retirement from his law firm, my wife spent the afternoon locating portraits of her family in the State Capital building. It has been fascinating for me to see her gradual disaffection and disaffiliation from the Republican party.
The Republican Party that my wife knew, of Nelson Rockefeller and Christie Todd Whitman, can be found in some random locations at state and local levels. Perhaps there are others, holed up in a box canyon out west somewhere..... The Republican party that she now sees consists of a blathering buffoon of a radio talkshow host, a man from a religion that radically opposes marriage for gays, a woman who seems to be not a quitter, (as well as not functionally literate), a man who believes in Creationisom as an alternative theory and....... who is there to lead? Are the Republicans waiting for Ann Coulter to rise from the ashes? Perhaps McCain can rise from the ashes of his marginally competent campaign to lead, once again. More ads on the Obama's support of sex education for pre-schoolers?
Indeed, the old white men portrayed behavior during the most recent Supreme Court Hearings showed their true colors. Sessions bigotry is palpable, and Graham has difficulty keeping on track. To describe their behavior as "respectful" indicates how far out of touch the Republican Party truly is. If their behavior is "respectful", then it is no wonder why the Republican party has a compelling "image problem"
Personally, if the Republican party is to survive following the thuggish years of Rove and Cheney, it will be by recrafting fundamental principles, not by shrieking about family values at the top of their lungs whilst flying to Argentina for long trysts.......
My wife supported Obama in the recent campaign. Avidly. She remains horrified by the carnal wreckage that now represents the Republican party, as we go to visit our half-Hispanic granddaugher.....................
The current Republicans don't really have anything else in their trick bag. All they are about is keeping money and power in the hands of themselves and those like them. A history teacher of mine noted long ago that that when the founders of this country wrote "We, The People," should be entitled to life, liberty and the pursuit of happiness... _they_ were the people. Not women. Not slaves. Not foreigners. Not anyone else who wasn't them--or like them. That is the gospel GOP right-wingers live by. They are nostalgic for the past because most of society abided by that exclusionary attitude (which made their job easy.) They cling to trying to fool people because that worked so well for so long. They aren't about changing their policies...and never will be. They are only about changing the ways they hide their true agenda. And they will crash their party on the rocks squandering their money and talent towards that end before they will even consider changing their basic attitudes.
