"I believe it was the Strategic Missle Defense system (or whatever the Bush-Cheney term is) that the fly-boy Rumsfeld was focused on (in part to bring the California high-tech industry back into the GOP fold after Ashcroft killed the MicroSoft antitrust suit), that and "state sponsors" of terrorism - particularly those with oil."
Actually, Rumsfeld's predecessor was focued on National Missile Defense. According to William Cohen in July 2000, "I cannot think of a more important issue to address than protecting the American people from the threat posed by states such as North Korea, Iran and Iraq who are seeking to acquire nuclear, chemical and biological weapons and the long-range
missiles to deliver them."

How about that? Clinton's secretary of defense considered the axis of evil a greater that than al Qaeda. I guess Clinton lied when he said he was obsessed with bin Laden.
