PERIOD. That's the president's job, as Republicans like to remind us when trumpeting the values of Bush, Cheney, Rice and Co. They had a memo warning them of attacks. They effectively IGNORED it as they took no tangible steps to stop an imminent attack.
Hence they FAILED to keep us safe on 9/11. Sorry but they did. If you don't want to hear that, then I'm afraid I can't go around giving them credit for keeping us safe afterwords.
If you want the credit when things go RIGHT on your watch then you have to take the responsibility when things go WRONG on your watch. Sorry Dubya.
