Obama's brain trust wants to form a commission on torture and call Bush officials as witnesses, but put off prosecutions -- if any -- till a second term.
Can a president pardon people of crimes for which they have not yet been convicted?
I'd really like to know. Because if he can't, then it is a good
thing that no one has been convicted of anything YET, and it would
be wonderful if something could be done during the next
administration.
