He - like most who run websites that allow comments - is at the mercy of the public who post comments. He can try to moderate and delete those that are out of bounds, but he cannot control the visiting public completely.
Your tarring the entire site due to some intemperate and hateful comments would be like someone pointing to sexist or racist comments here at Salon or Huffington Post as a reason to discount Salon's or Huffington Post's content.
Note that the post at No Quarter specifically says the Republicans who have the tape are trying to save it until October. So your whole "if it isn't worldwide by tonight" premise is faulty.
I remind you that rumors of the Reverend Wright tapes swirled around the internet for months before they surfaced.
Larry Johnson has a track record of being right about his sources. The Plame scandal is a great example.
