It is now generally accepted that it was the FSB that blew up apartment buildings around Moscow, blamed it on Chechen separatist terrorists to start the second Chechen War, for Putin.
Don't believe me? The Financial Times reports that FSB agents were caught as red-handed as possible: setting up a bomb in the basement of another apartment building around the time the apartment building were allegedly being blown up by Chechens. Subsequently, the FSB said they were doing research on how to blow up buildings. With live explosives. And detonators. Uh huh.
You think countries don't do that -- set up terrorist attacks against their own citizenry to provoke war? Apart from the speculation on the USS Maine, our very own government's joint chiefs of staff cooked up a plan to stage terrorist attacks against american military and civilians, blame them on Cuba, to provoke a war with Cuba in the early 60's. What kind of terrorist attacks? Oh you know, substituting a civilian plane with a military one and then shooting it down, killing everyone abroad, and blaming it on Cuba.* Luckily, when McNamara got sight of the document describing this Operation Northwoods, he said no. And then so did Kennedy. The Document itself is declassified and can be found on google. Here's an article that sums it all up: http://abcnews.go.com/US/story?id=92662
All of this, of course, suggests that the same devious triple-back-stabbery is not beyond Spy Guy or the British government, or anyone involved for that matter.
I wonder if we will ever know the truth. The UK is also dealing with some sensetive issues here, and there is no guarantee we're getting anything substantially truthful from them either.
* Yeah, it does sound familiar. Who knows what really happened in our most recent terrorist attacks?
