It's your neighbor's call
If your neighbor wants your help digging them up, give it. If she doesn't, it's, frankly, none of your business. Maybe your neighbor is happy that she's got plants in her yard. Maybe she's glad that her house, which she clearly finds a source of embarrassment, is more hidden from the street.
