Toxic plants
Let's see: a "neighbor" sent her flunky gardener with a load of toxic plants across the street and had the aforementioned flunky plant them on a property not her own? This is a not too subtle episode of elder abuse and should be reported to a social services agency. It sounds like both the mother and son could use an intervention by an agency set up just for these situations. Elder abuse is not always bruises and unexplained broken bones. The fact that the old woman is not speaking up for herself doesn't mean she has no opinion on the matter. She sounds a bit beaten down by events and life in general.
While you see yourself as a non interfering neighbor, it could also be described as turning a blind eye to a creepy situation. In your hear, you know doing something is the right thing, anything. We are our brother's keeper.
