Report the incident, then let it go
I agree that the incident needs to be reported, in case of liability issues for your messy neighbor. Just go to the cops, explain what happened, and say you would like there to be a record of the incident. Pressing charges is up to messy lady, not you.
Beyond that, stay out. You may want to ask your neighbor if she wants the plants or not, but don't make any assumptions on your own.
