    Planting the oleanders is actually the first step to trying to claim the property. In some states, if you maintain it for long enough you can claim it.

    Is this her first step before calling the city on the elderly lady for zoning violations? I think it is.

    Tell the lady you are concerned about that. Fines for zoning violations add up quickly, and they can use them to take the house. THAT is truly the danger. I've seen it. I have a friend dealing with an attempt to take an long distance elderly relative's house.

    The truth is, the elderly neighbor needs to maintain the yard. Talk to the son. Tell him you thought you saw an inspector. Offer to help. But get it cleaned up before this escalates. Believe me, it will. Busy Bitch will NOT stop with oleanders.

    Does she have a church? They might be able to help. Or the local historic preservation board.
