Harassment/flirting?

So, sending women pictures of flowers to their cellphone doesn't seem like necessarily nefarious behavior, even if unsolicited. Or am I off-base?

Where is the line between flirting and harassment, especially in a culture which does not permit direct contact between the sexes?

Woman responds: she gets killed.

Sounds like women have much more to lose by flirting than men.
