As someone who went to high school in Queens, NY...
... they would have had to arrest half my senior class, many of which showed up to the prom in get-ups exactly like that (NOT ME, thank goodness-- both my mother and I have fashion sense).
I think she should have been let into the prom and for this reason if nothing else: The scorn and derision of her peers-- particularly on prom night-- would have been punishment enough.
