Eugenics gets a bad rep for a few reasons: 1. Coercion. Enticement is one thing, but coercion is another. 2. Mistakes. Many eugenicists became convinced that *everything* was hereditary. 3. The association with racism. In fact, there were prominent leaders of many ethnic groups who believed eugenics might be good for them. This bad rep has had serious consequences for efforts at population control and, indeed, on the betterment of humanity.
Besides, doesn't Brownback believe that the souls of the aborted go to some perfect, eternal place, where presumably no one is retarded? What's his problem with abortion?
