I think the perceived difference between the amount men and women talk is because men have less patience for anyone talking about things that don't interest them.
Yeah, yeah, sexist, whatever. But I'm serious. Most people are boring most of the time. Women are trained to bat their eyes and look fascinated when men are boring. Men are trained to change the subject to themselves when women are boring.
Also - women talk louder. If you don't believe me, you are welcome to sit next to the table full of slightly drunken laughing women, and I'll gladly sit next to the drunken laughing men. It's terrifying how loud women can be when you get several of them together.
