The solution to this problem is to legalize prostitution.
If prostitution were legal:
a) It would divert most of the business from street prostitution, because most clients and prostitutes are law-abiding people and do not wish to violate the law.
b) It would enable police to check establishments of prostitution to make certain that everyone is a consenting adult.
c) It would greatly reduce underage prostitution, because most clients have no wish to have sex with minors.
d) Violence associated with prostitution would vanish.
e) It would allow police to focus more resources on the few cases of illegal prostitution.
f) The prostitutes could be regularly checked for disease and drug use.
g) The prostitutes could be counseled and questioned to make certain they are working voluntarily and that they are not giving large sums of money to another adult.
h) Acts of prostitution could be taxed which would mean that prostitution would cease to be a tax absorbing activity and would become a tax contributing activity.
i) A surcharge could be levied that would pay for increased police presence in prostitution zones. Clients would gladly pay the surcharge in exchange for safety and legality.
j) The prostitutes would pay into retirement plans.
k) People who do not belong in relationships would not enter into relationships, which would greatly decrease the amount of relationship violence in society, not to mention the child abuse, divorce, suicide, substance abuse, heartbreak, jealousy, resentment and general woe that results from bad relationships.
