I have heard they *have* begun public relations campaigns on the value of daughters, specifically focusing on the fact that a daughter *can* provide better, kinder care to her aged parents than a daughter-in-law, if she's permitted to.
They show elderly women getting backrubs from their smiling daughters and gloating about how much better they are treated by their daughters than by their sons.
I hope it works.

Financial and physical care
Also if women make as much as men, they can provide not only hands-on care but financial support which may be associated with sons. It's kind of ludicrous to think women can't provide both kinds of care.
