here's why they wrote them that way:
1- they really do feel it's the woman's fault but were forced to write the guidelines so they get out on a technicality (the guidelines can't be argued with)
2- british men tend to be libidinally challenged, which explains both the womens' behavior and mens' attitudes toward it
3- british people have a history of thinking themselves very funny

For all I hear about how homosexuality is inherent and not a choice, I think being raped six times could well make me become gay, just out of revulsion with men.
