Mother's sacrifice
"It is life or health of the woman"
Amanda, I agree - the issue here is the life/health of the woman versus the fetus.
By using the term "mother", it evokes the notion of sacrifice that women are supposed to make when they become mothers - meaning a "mother" is supposed to be willing to give her health/life for her child.
