For building creativity...

Nothing beats Legos. Both my son 5 and daughter 7 play with them together. He's much more into them though.

Mid-range priced too.

Another building toy that's disguised as not a building toy: Mattel Mega Rig sets. My son fell in love with the Shark Ship - these sets break down into modules you can mix and match. Both my kids play with this for hours - somehow the dolls and action figures get in the play too.

Also mid-range price.
