A new regulation could neuter the Endangered Species Act -- and the administration knows it.

If it's a proposed rule, it requires public comment.

Nobody expects the Bush Administration to follow the law, but proposed rules are published in the Federal Register for the purpose of soliciting public comment, and those comments must be responded to in the final rule. They also probably have to do NEPA analysis of the impact of their new rule. Their failure to do either could provide grounds for wildlife, environmental, and other groups to sue under the Administratrive Procedures Act and NEPA.

Regardless, those groups will sue, even if they have no case; the object will be to stop the new rule by any means necessary, including dragging it out in court until a new administration finally takes over.

Though I'm an atheist, I've long thought that if I were a believer, I would believe that Bush is the Antichrist. Does this bastard ever do anything to help anyone other than his rich friends? His entire mission seems to be to hurt as many people, animals, cultures -- hell, the entire world -- as much as possible, so long as his rich friends can make an extra nickel off of it.

Let it be said again: thanks, Ralph!
