The baby was definitely talking.
But it's not any kind of proof that the baby is smarter than your average baby. It's merely proof that the parents spend more time than your average parents teaching their baby the names of Presidents.
Watch the cheeks.
My baby could have done that.
Even if the kid is really talking, who cares? It's not any more difficult to memorize pictures of the presidents than all the Disney princesses, Sesame Street characters, etc that toddlers can usually identify.
This is a pretty old clip. I believe it was originally on America's Funniest Home Videos. The girl was later on a talk show...Oprah, I think. She's definitely naming all the presidents. When she was on the talk show, she was older but had memorized lots of other presidential trivia and geography.
