Opus is a fantasy. That's not a beak, his mouth is below his nose. Penguins do not have hands on their wing tips.
Look at BB's older cartoons. Opus was much more like a penguin in old comics of by gone years.
Many authors create fanciful creatures for their work. The Hobbits are an example. In his present state, Opus is used by BB for many flights of fancy.
Running for VP in the Meadow Party was an old one.
