I think I know the answer....
...but I'm just guessing. A thief is someone who would rather do occasional, quick and risky jobs to make money rather than work steadily (and legally) to reach the same goal. So this is also a person who would rather try to perform some (theoretically quick) task for an unattainable goal rather than living his life, working and contributing meaningfully to society. The kind of person who is taken in by a get-rich-quick scheme.
