Speaking from the poor perspective....
I would put part of it away for health insurance to protect me from the inevitable heart attack that would result from the government giving the poor a tax cut or a wad of dough. After I had recovered, I'd get a singing carp too. Why not.

Now if they could only get poor people to vote
Nothing will change so long as poor people barely vote.
