I believe BA is actively using this scare to change their carray-on rules. When I arrived at Heathrow on August 22 for a flight to San Francisco, I found the check-in line severely backed up, as they were only allowing one carry-on (no second bag or additional "personal" item). This carry-on had to be put in a quite small box (those "If your carry-on cannot fit in here you will have to check it" boxes), one smaller than those in the US, and then if went in completely passengers were given a tag saying that the bag that had been checked. The BA employee with the tags told me and others that while he could let passengers on to the check-in desk without a tag, security may very well force them to check the oversize item. Unsurprisingly, no one later at security or on the plane even glanced at bags to check that they had those tags.
The interview mentions China's enabling of the Sudanese government, but one should not forget that the Arab League has similarly refused to criticize the government. Too many governments are content to turn a blind eye, whether for reasons of economic interest or common background, for anything to happen soon.
While it needn't be one or the other, I'm not sure how DeLappe's actions can really be considered art, rather than or beyond just a classic political protest in a type of forum that is quite new.
