It's just not possible to organize such a thing.
I think you mean it's not possible for the Bush administration to plan such a thing. They couldn't even get out of the way of a hurricane. But somebody planned 9/11, because it happened.
I lived in Manhattan at the time and watched the second plane hit the south tower. When I heard the Pentagon had been hit I said "This is too big. It's impossible that nobody heard anything. Just impossible that this could have gone undetected." We have our own counter terrorism unit in NYC, and they were able to get a conviction on the guys who were planning on bombing the tunnels and NY landmarks in 1993 (a plot that was resurrected by the Bush administration in 2002 as if it were brand spanking new... and the news media went dumbly along, never mentioning that we knew all about that plot 9 years previously). I knew there had to have been warnings, that somebody heard something. And it turned out I was right. Not only was Bush advised of an impending attack on US soil, but he and Cheney had actively ignored Richard Clark and refused to meet with him about the threat of terrorism.
So my feeling is - they didn't plan it. But they heard about it. And, if you are someone like Dick Cheney, who has... let's say... signed a doctrine called the Project For a New American Century which calls for world domination via military action by the United States of America... and, let's say that document said it would probably take "a Pearl Harbor-type event" to put the Project For a New American Century into action... well, if I were someone like that and I heard warnings of an attack by foreigners on American soil, I'd say "Yippee! Let me get out of your way, gentlemen. Be my guest."
They knew terrorists were planning an attack. Terrorists had blown up a Pan Am plane bound for New York in 1988; they attacked the World Trade Center in 1992; they'd planned a supposed attack on NYC landmarks and tunnels (which was prevented) in 1993; a Pakastani man went on a shooting spree at CIA headquarters in Langley, VA in 1993(practically before the shooting was over it was announced it was not a terrorist attack... suuuuure it wasn't); Ramzi Yousef had planted a bomb which exploded on Philippine Airlines Flight 434 in 1994 -- this was a supposed dress rehearsal for a plot to blow up 11 US airliners in 1995; there was a plot to crash an airplane into CIA headquarters in Langley, VA planned for 1995; a Palestinian man shot 7 people atop the Empire State Building in 1997 (again, it was immediately announced that it was not a terrorist attack... suuuure it wasn't. Those crazy Palestinians and Pakistanis opening fire at landmarks in the USA was just a coincidence, not terrorism. Could just as easily have been a Finn and a Scotsman); there was the very mysterious plane crash of TWA Flight 800 in 1997 off the coast of Long Island which involved scores of normal, non-conspiracy nuts seeing a rocket go up and hit the plane, it was announced on television that a radar firm in Nassau County reported what appeared to be "a small plane hitting the aircraft" and a National Guardsman was interviewed saying he saw a glaring rocket hit TWA Flight 800 from the window of the plane he was on.. his interview disappeared from the airwaves within 12 hours and was never again mentioned by the media; terrorists planned an attack (which was prevented)in 1999/2000 on LAX. Intelligence was coming in warning of a new attack being planned in 2001... and the Bush administration refused to meet with their own terrorism experts. You figure it out.
I'm not sure they knew how extensive the attack would be. They may have thought only one plane would be hijacked, and that the hijackers would threaten to blow up the plane or crash the plane into the ground if their demands weren't met. Or maybe they figured a plane would be bombed for sure, but it was only going to be one plane and it would involve 300 or so deaths. At any rate, I don't think they knew the Pentagon would be hit. The destruction of the WTC was a tragedy, but a successful surprise full-scale attack on the military headquarters of the United States of America is an unprecedented political and military disgrace (and that is why you rarely hear the Pentagon attack mentioned anymore. And the plane shot down over PA was in all probablity not headed for the White House or the Capitol, but was also headed to the Pentagon to finish it off in a second attack timed to kill rescue personnel as well as to fully destroy US military HQ).
So yeah, I agree with the opinion that 9/11 was not planned by the government or the Bush administration. It was simply allowed to happen because it was convenient.
