60% return is not enough

[Read more letters about this article: Here]Cutting the gas tax is discredited by the fact that only 60% is returned to the consumers. Another regressive tax could be cut that would return 100%. That way we would get a 100% rebate of the gas tax, and we would still have the high price as an incentive to conserve, which will eventually reduce the price.
