Now imagine the war you borrowed that money for isn't going so well.
Now imagine all those dollars that you borrowed are now only worth half what they were when you borrowed them.
Now imagine how the gangsters feel knowing that have of the value of the money you lent has lost half of it's value.
Now imagine you are the President and you have to do something to convince the gangsters that they shouldn't regard you as a problem debtor and client.
