In states like PA, individual coverage is very expensive because denial of coverage due to prexisting conditions is banned. So he insurance companies are right - we need a mandate if we want to ban denial of prexisting conditions and keep costs low. However, we can't mandate coverage when the market is dominated by one or two private insurers. Ergo, we can either have a mandate and a public option together or neither at all.
