It's best to separate the problem of global supply chain from the problem of pro-cycling infrastructure, and i should add, policy, which was surprisingly missing from your post. The dominance of the automobile can not be fixed using an Al-Gore style technological fix. It is a political problem that requires aggressive pro-cyclist regulation.
So Andrew, how about a separate story about globalization of the bike industry, and successful strategies to resist it.
Nordhaus and Shellenberger have argued that the technology to deal with acid rain was already in place in the form of scrubbers and low sulfur coal. While some technology did exist the increase in patents and technological advances once europe instituted a cap on sulfur emissions increased dramatically. I think this point is important because it changes the argument. It is an issue of political feasibility rather then policy effectiveness.
