I visited Portugal in 1972. I spent two weeks in the Algarve region. It was hard to find anyone who spoke English. I found the same condition in Spain.

HOWEVER - In Portugal they had made the decision to show the Television shows imported from the U.S. in the original English version with Portugese subtitles.

In Spain they made the decision to show the same material but over-dubbed with the Spanish language.

When I returned to the same places in the early 1990s, the results were stunning. All of the young people in Portugal were excellent with their English skills. In Spain, no such luck, few of the youth spoke English, and that was poor.

So don't sell the Portugese short. The results of their past decisions are obvious.
