So it's not like anyone hasn't a clue what goes on. (Hey, I think it's fantastic that we've got video games in which we're the stars and the cast instead of the tokens, but at the same time those games are... hmmm... yeah - a bit uninspiring.)
What can the government do? Well, just look what's been done so far.
Personally, I think Christ's the only way out for us. He's the only thing that really makes someone want to forgive instead of take revenge, and to be humble instead of proud. (In secular terms, the whole 'cycle of violence.')

Most men I know aren't. They rather go home and jerk off than be humiliated and controlled. And somehow
If it's difficult for you to believe, then you're naive. The act of rape (from an amoral explanation) in many ways is the ultimate reassertion of male power over that by which they feel enslaved and controlled. So the fact that most of the men you know are able to deal healthily with sexual frustration just shows you know normal, socialized men. Somewhere out there though is either a sociopath or psychopath that ends up (in his mind) 'giving her what she wants.'
Women and men do know of course whether they are presenting themselves in an attractive way or a seductive way. Though this is completely aside from the aspect of rape, it should be said that women more than men should consider they way they present themselves simply for the sake of being courteous to fellow human beings. It's well-proven that a man's eye will jump to the image of an attractive female WAY before his mind is conscious of the shift in focus, and way before his mind can pull the eyes back, and always way after his wife notices his 'wandering eye.' So men of course can and should be expected to control their behavior, but at some basic level there is the wetwired hunter-seeker mind mode going on in the brains of all guys that makes them unable to ignore a woman who's discourteously dressed for the situation. (Note situation: bare skin on the beach would be something a man expects, but not bare skin at the mall.)

Wow - it turns out most Salonistas actually love fundamentalists - just as long as they're not Judeo-Christian - and hate the Jews (which aligns them oddly with the ever-hated facists, who in America somehow support Israel...). <-- (legal punctuation?)
The letters section here does so much to fuel the likes of uber-right apologists. In the end we'll probably find that Salon letters is just a conspiracy - it's a honeypot that fuels CoulterRushHannity. Personally I don't think liberals are against all normalcy and goodness; they're just confused. And fortunately most of them are either welfare moms or potheads (both of which are infamously lazy). A harmless lot overall.
